On 12 November 2008 at Trudeau Airport in Montreal I was threatened twice with arrest and handcuffing for refusing to tell a Border Services Officer(BOS) the names of any of the people I know. I did not give him any names and he did not arrest me, but maintained that he had the power to do so. This BOS even showed me the paragraph in the legislation that says a BOS can arrest anyone who hinders them in the performance of their duty, and he and his colleagues informed me that to refuse to answer any question from a BOS amounts to hindering and gives them grounds to make an arrest. They laid out in full their operating doctrine, which is precisely that Canadian citizens have no right to privacy in CBSA controlled zones. They believe they have the same right to look around inside your life that they do to look around inside your bags (and pockets and wallet).

Neither the man nor his colleagues were wearing ID numbers, and they refused to identify themselves to me. I insisted on seeing a supervisor and one arrived after a long wait. He made the BOS give up his number, which is 17804. 17804 was so angry at being identified that he rummaged in my belongings, which had been lying on the counter top for half an hour, and wrote down the details of my prescription medicines. This was clearly a threatening gesture.

I pursued a complaint against him for misconduct up through the ranks of the CBSA to the minister of public safety, Mr Van Loan, but was lied to and stonewalled at every level. These public officials simply will not respond. I will make documents from this case available upon request.

What is particularly interesting is the distinction the individual makes between representing themselves and their personal views and their views as a co-manager. ,
